After its midnight deadline, the Senate voted early Saturday to reauthorize a key U.S. surveillance law after divisions over whether the FBI should be restricted from using the program to search for Americans' data nearly forced the statute to lapse. The legislation approved 60-34 with bipartisan support would extend for two years the program known as Section 702 of the Foreign Intelligence Surveillance Act. "If you miss a key piece of intelligence, you may miss some event overseas or put troops in harm's way," Sen. Marco Rubio, the top Republican on the Senate Intelligence Committee, said. One of the major changes detractors had proposed centered around restricting the FBI's access to information about Americans through the program. "I think that is a risk that we cannot afford to take with the vast array of challenges our nation faces around the world," Democratic Sen. Mark Warner, chair of the Senate Intelligence Committee, said Friday.

Jerusalem CNN —Israeli special forces, dressed as civilians and medical staff, infiltrated the Ibn Sina hospital in the occupied West Bank city of Jenin on Tuesday and killed three Palestinian men, according to Israeli and Palestinian officials. Hamas said the men were Jenin Brigades fighters, an umbrella group of armed Palestinian factions in the West Bank city. The Israel Defense Forces (IDF) said they were terrorists linked to Hamas and Islamic Jihad, and an Israeli government minister praised the operation. The disguised special forces “infiltrated the hospital individually, headed to the third floor, and assassinated the young men,” Palestinian state news agency WAFA reported, citing sources from inside the hospital. International law provides general and special protection for civilian sites, including hospitals,” the ministry said in a statement on Tuesday.

The tool, Section 702 of the Foreign Intelligence Surveillance Act, will expire at the end of December unless the White House and Congress can cut a deal and resolve an unusually vexing debate that has yielded unlikely alliances at the intersection of privacy and national security. Without the program, administration officials warn, the government won't be able to collect crucial intelligence overseas. National security officials have said that 59% of articles in the president’s daily brief contain Section 702 information. The White House has already dismissed as unworkable the one known legislative proposal that’s been advanced. Despite the clear challenges in reaching a compromise, the last-minute scramble between the White House and Congress has come to be expected each time the government’s surveillance powers are set to be renewed.

Mohammad al-Qabisi, head of Derna's Wahda Hospital, said a field hospital was treating people with chronic illnesses needing regular attention. Thursday's U.N. report said more than 1,000 bodies in Derna and over 100 bodies in Al Bayda, another coastal city which was hit by flooding, had been buried in mass graves. The ICRC sent a cargo flight to Benghazi, eastern Libya's largest city, on Friday with 5,000 body bags.

Ministers from the Tripoli-based government visited the eastern city of Benghazi on Thursday. A humanitarian source involved in the relief effort said eastern authorities had barred foreign aid flowing to Derna through the internationally recognised Tripoli government, whose legitimacy the eastern administration rejects. A source in the eastern administration denied this, saying it had not rejected aid being channelled via Tripoli. Relief operations in Derna have been directed by Haftar's LNA, the military coalition that controls eastern Libya and was for years in open conflict with western factions. Turkey, long the main supporter of the Tripoli government, rapidly sent an aid team to Derna through Benghazi, the LNA-controlled capital of eastern regions.

Thousands of people are confirmed dead and thousands more missing, with the mayor saying the toll could reach 20,000. Usama Al Husadi, a 52-year-old driver, had been searching for his wife and five children since the disaster. Husadi, who had been working the night of the storm, dialled his wife's phone number once again. "We lost at least 50 members from my father’s family, between missing and dead," he said. Confirmed death tolls given by officials so far have varied, but all are in the thousands, with thousands more on lists of the missing.

The rain dumped by the storm filled a normally dry riverbed, or wadi, in the hills south of Derna. The pressure was too much for two dams built to protect the city from floods. A hospital director in the city told Reuters on Monday 1,700 bodies had been counted at his hospital, and that 500 more had been buried in another part of the city. Derna is in an eastern area where a parallel administration operates, and where control is wielded by commander Khalifa Haftar's Libyan National Army.
